UASI FY 2007 Schedule and Documents

The State Administrative Agent (SAA) announced the fiscal year 2007 application process for Urban Area Security Initiative (UASI) grants. The U.S. Department of Homeland Security has issued the following FY 2007 Homeland Security Grant Program (HSGP) application guidance on January 5.

The FY 07 HSGP builds on the FY 06 HSGP process to streamline access to resources that are critical to building and sustaining capabilities to achieve the Interim National Preparedness Goal (the Goal) and implement State and Urban Area Homeland Security Strategies.

DHS has identified seven program focus areas to drive investments in FY 2007 in support of the National Preparedness Goal. The program focus areas for FY 2007 provide additional detail by outlining specific activities that are achievable within the grant period of performance and that will contribute to the achievement of the National Priorities and realization of the Goal.

  1. Integrating and Synchronizing Preparedness Programs and Activities
  2. Measuring Progress in Achieving the Goal
  3. Enhancing Catastrophic Planning to Address Nationwide Plan Review
  4. Build and Sustain a Statewide Critical Infrastructure/Key Resources (CI/KR) Protection Program
  5. Enable Information/Intelligence Fusion
  6. Enhance Statewide Communications Interoperability
  7. Strengthen Radiological/Nuclear Detection

These focus areas should provide tangible activities upon which HSGP should focus in FY 2007 in support of GOAL implementation. The program focus areas for FY 2007 provide additional detail by outlining specific activities that are achievable within the grant period of performance and that will ultimately contribute to the achievement of the National Priorities and realization of the Goal.

States must use a justification for investments (Investment Justification) that documents how initiatives support the Goal, relevant Homeland Security Strategy, and Enhancement Plan.

On November 9th the SPG and CAOs held a meeting to declare the priorities for the FY 07 UASI application. The following investments were chosen:

  1. Interoperable Communications
  2. Public Preparedness
  3. Mass Casualty Event (Mass Care and Surge)
  4. Critical Infrastructure Protection
  5. Planning
  6. Intelligence and Information Sharing
  7. CBRNE (Bomb Squads)

Table 1 illustrates the correlation of the 7 investment priorities to primary and secondary owners of the Investment, the Program Areas, and the NCR Strategic Initiatives.

A lead R-ESF or RPWG has been identified for each of the 7 Investment Areas (see below) that will lead the process for the identified area with the support of COG and SAA Project Management Office (PMO) staff. COG and the SAA PMO are working together to provide the appropriate guidance, direction, and assistance to insure that the NCR will be in compliance with the DHS competitive application process.

Based on the timeframes involved, here is a preliminary timeline of the requirements that will need to be completed for this grant application process.

  • Jan. 9 – PMO assigns existing projects to investments
  • January 11 – SPG/CAO meeting on subject
  • January 11-26 – stakeholders create draft investment materials
  • January 30 - February 2 – Meetings at COG on each investment area. Consult NCR Homeland Security Calendar for listings
  • February 21 – First draft of Investments and Enhancements Plan for review
  • March 22 – Second draft of Investments and Enhancements Plan for review
  • April 2 – Final draft of Investments and Enhancements Plan complete
  • April 5 – SAA PMO submits final application to DHS
  • July 3 – Grants awarded by DHS

Each investment is affiliated with multiple strategic initiatives. To adequately understand what it is entailed to complete each initiative associated with the investments, the associated milestones, funding plan, investment challenges, and impacts, we will require project plans to be developed for the initiatives associated with each investment. Project plans will provide the necessary data needed to complete the investment justification template and enhancement plan.

Additional Details on the FY 2007 Grant Program

  • The UASI jurisdictions have been divided into Tier-I and Tier-II jurisdictions, based on Consequence, Vulnerability, and Threat.
    • The 6 Tier-I jurisdictions will compete against each other for 55% of the total UASI pot of money, or $410,795,000.
      • San Francisco Bay Area
      • Chicago
      • Houston
      • Los Angeles
      • National Capital Region
      • New York City / Northern New Jersey area
    • All other UASI eligible jurisdictions are in Tier-II, and will compete against each other for 45% of the total UASI pot of money, or $336,105,000.
  • The 6 Tier-I UASI jurisdictions will have the opportunity to use their award in a NEW way .
    • These jurisdictions may choose to use up to 25% of their total award for REGULAR PERSONNEL for activities strictly for counter-terrorism (this probably means Law Enforcement and maybe intelligence analysts).
      • This may have to be an additional Investment Justification, and not rolled into parts of other Investment Justifications.
    • The risk methodology they use will be improved this time around.
      • The Assets DHS will use will not be the tens of thousands from last year, but only 2,100 most critical assets (from their Tier-I and Tier-II asset lists) that are of national importance, and that would have a ripple effect across the U.S. if they were damaged or destroyed.
      • In their risk calculation (Threat, Vulnerability, Consequence), the most important factor for calculating Consequence is people (population, population density).
      • On the Threat factor, less importance will be put on sporadic reporting of random events, and more on Law Enforcement and Intelligence Community assessments of domestic and foreign based threats
    • The priority focus of the LETPP grant will be Information Sharing and Intelligence Fusion Centers.
    • Period of performance for the entire grant cycle will be extended to 36 months.
    • Applications are due 90 days (April 5th)
      • We will be able to submit parts of our application for comments from DHS-G&T.
